I. Priority Programs

LIST OF IDENTIFIED PRIORITY PROGRAMS FOR CHED MERIT SCHOLARSHIP PROGRAM (CMSP)

First priority shall be given to qualified applicants who are incoming/current first-year students and intend to pursue the following programs: 

  1. Educational Psychology (refers to the degree programs: BS Psychology and AB Psychology)
  2. Physical Therapy
  3. Occupational Therapy
  4. Speech-Language Pathology

Second priority: In the event that unfilled slots remain after all qualified applicants identified in Section 3.1 have been considered, second priority shall be determined based on the listed programs stipulated in CMO No. 7, s. 2023, or the latest applicable CHED issuance on national, regional, and GAD priority programs.

II. Eligibility Requirements

  1. Filipino citizen;
  2. Graduate of a Senior High school in the Philippines with a minimum general average (GA) of 93;
  3. The combined annual gross income of parents or legal guardians does not exceed five hundred thousand pesos (₱500,000.00), and
  4. Obtain admission in the following Higher Education Institutions (HEIs):
    • State University and Colleges (SUCs);
    • Local University and Colleges (LUCs) with Institutional Recognition (IR); or
    • CHED-recognized Private HEIs (PHEIs)
  5. Enroll in CHED-identified priority programs offered by:
    • PHEI with Government Recognition
    • SUCs with Certificate of Program Compliance (COPC); or
    • LUCs with COPC.

III. Documentary Requirements

1. Accomplished application form using Annex A;

2. Photocopy of the National ID or Photocopy of the PSA-issued National ID Transaction Slip or Copy of birth certificate issued by National Statistics Office (NSO) or Philippine Statistics Authority (PSA);

3. Academic – Certified true copy of Grade 12 School Form 9 (SF9) or Learner’s Progress Report Card, duly signed by the School Head or an authorized representative of the senior high school attended;

4. Financial – Submit any one (1) of the following proof of income documents, as applicable:

  • Latest Income Tax Return (ITR) of parents or legal/authorized guardian(s);
  • Certificate of Tax Exemption/Non-Filer from the Bureau of Internal Revenue (BIR);
  • Certified true copy of latest contract or proof of income for children of Overseas Filipino Workers (OFW) and Seafarers; or
  • Social Case Study Report issued by the City/Municipal Social Welfare and Development Office (CSWD/MSWD).

5. Notarized Certificate of Guardianship, issued by the legal/authorized guardian of the student applicant, if applicable.

6. Additional requirements shall be required from applicants belonging to Special Equity Groups (SEGs), as applicable.  

  • Applicant’s PWD ID issued by the C/MSWDO or Certification of Disability issued by the Persons with Disability Affairs Office (PDAO);
  • Applicant’s or his/her parent’s Solo Parent ID issued by the C/MSWDO;
  • Applicant’s Senior Citizen ID issued by C/MSWDO;
  • Applicant’s Certification issued by the Department of Human Settlements and Urban Development (DHSUD) or the C/MSWDO, certifying that the applicant belongs to an underprivileged and homeless family;
  • Applicant’s Social Case Study Report (SCSR) or Certification of inclusion in the Community-Based Monitoring System (CBMS) issued by the C/MSWDO indicating that the applicant is covered under the Magna Carta for the Poor;
  • Applicant’s Social Case Study Report (SCSR) issued by the C/MSWDO indicating that the applicant is a first-generation student;
  • Applicant’s Certification issued by the National Commission on Indigenous Peoples (NCIP) certifying that the applicant belongs to an  Indigenous Cultural Community (ICC) / Indigenous Peoples (IPs) group.

FINANCIAL ASSISTANCE

The financial assistance will cover the tuition and other fees (TOSF), stipends, and book/connectivity allowances per semester which will be released directly to the scholars through the HEIs.

Period of filling of applications is from June 22, 2026 to July 31, 2026 ONLY. Applications filed after the specified period will no longer be accepted and/or considered.
