I. Eligibility Requirements

a. Filipino Citizen;
b. Incoming first year college student
c. Belongs to the Top Five (5) of the graduating class OR with a minimum
General Weighted Average (GWA) of 95% (or its equivalent) in Grade 124
d. Has not earned any units or degree in tertiary education;
e. Has parents or legal guardians with a combined annual gross income
not exceeding Two Million Pesos (PhP 2,000,000);
f. Enrolled in CHED-identified priority programs (Full list of priority programs and identified Delivering Higher Education Institutions (DHEIs) can be accessed here: https:/bpms.ched.gov.ph/priority-lists)

Specific Eligibility Requirements for Higher Education Track


1. The applicant must be officially enrolled in one of the identified priority programs offered by Philippine Higher Education Institutions (HEIS) that meet any of the following minimum requirements:
a) The degree program is recognized as a Center of Excellence (COE) or Center of Development (COD) based on the latest-issued list of COE and COD from CHED; or
b) The degree program has a level III-IV program accreditation based on latest issuance from recognized accrediting agencies; or
c) The degree program is approved by the Commission En Banc (CEB)
2. The list of priority programs shall be approved by the Commission En Banc (CEB) every academic year and may be modified or updated as necessary to align with the national development goals, labor market demands, and emerging priority sectors.
3. Participating Local University and College (LUCs) must have the latest CHED-Institutional Recognition (IR) at the time of application, and has complied with the minimum requirements provided in Section 5.1 of this JMC;
4. All participating HEIs must have a signed Memorandum of Agreement with the CHED Regional Office (CHEDRO) as a Delivering Higher Education Institution (DHEI).

II. Documentary Requirements

a. Accomplished application form through the official BPMSP online application portal;
b. Copy of Birth Certificate issued by the Philippine Statistics Authority (PSA);
c. Certified True Copy (CTC) of the Learner’s Progress Report Card or School Form 9 (SF9) [Form 138], duly signed by the registrar or an authorized representative of the senior high school attended;
d. Certified True Copy (CTC) of a certificate issued by the Senior High School attended certifying that the applicant belongs to the Top Five (5) of the graduating class, duly signed by the school head, registrar, or an authorized representative, if applicable;
e. Any one (1) of the following documents as proof of income:

  • Certificate of Tax Exemption/Non-Filer issued by the Bureau of Internal Revenue (BIR); or
  • Certificate from the Department of Social Welfare and Development (DSWD) or City/Municipal Social Welfare and Development Office (C/MSWD) for Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries; or
  • Latest Annual Income Tax Return (BIR Form No. 1701) or Certificate of Compensation Payment/Tax Withheld (BIR Form No. 2316) of both parents or legal guardians or of the applicant; or
  • Certified True Copy (CTC) of the latest contract or proof of income for children of Overseas Filipino Workers (OFW) and Seafarers; and

h. For applicants who graduated under the basic education curriculum of DepEd on or before School Year 2015-2016: Certified True Copy (CTC) of the Fourth Year Report Card (Form 138) issued by the last high school attended, in lieu of the document required under item c.
i. Additional documentary proof may be required if the applicant belongs to a Special Equity Group (i.e. PWD, Solo Parent, IP, etc.)
